Phyllis J. Bailey O'Neill, 86, of Charleston passed away peacefully at Hubbard Hospice House on January 16, 2018. She was born February 3, 1931 to the late Carl & Wretha (Boggess) Bailey. Phyllis loved the Lord & we know she is resting with Him now. She was a creative lady her entire life. If she wasn't designing flowers, she was decorating houses. If she wasn't painting on canvas, she was creating a masterpiece of flower gardens in her yard. She was the owner of Bailey Floral, sold Home Interiors for many years & later owned Hobby Lobby Art & Flowers by Phyllis. Phyllis enjoyed traveling & especially enjoyed exploring our beautiful state. She loved to bowl & in her later years she became quite fond of auctions.
Phyllis was also preceded in death by her brother Fred A. Bailey, Sr. and sisters Eunice Thomas & Nina "Sis" Holmes; two infant children David & Brenda Bailey; son Vernon L. Bailey, Sr.; and husbands James O'Neill & Hubert Smith.
She is survived by her son Pastor Paul E. Bailey, Sr. & wife Diana of Charleston; daughter in law Barbara Bailey of Cross Lanes. Grandchildren Tammi (Troy) Young, Paul (Jennifer) Bailey, Jr.; Vernon Bailey, Jr. and Deona (Kevin) Kemerer. Great grandchildren Brett (Hillary) Kemerer; Jeremy (Makala) Kemerer, Jordan Bailey, Brittany (Tyler) Boggs, Tatum Young, Noah Maguire, Latisha & Ashley Middleton & Braxton Bailey. Two Great-great grandsons Kayson born in July 2017 & Emmett due in March. Sisters Glendel Fisher, Teny Riffle, Olive (Bob) Abbott & Rebecca Eckenrode and many nieces & nephews.
The family would like to thank Jeanette Warner for taking exceptional care of Phyllis over the last several months & the staff of Hubbard Hospice House for their compassion during the last few days of her life.
A celebration of Phyllis' life will be held at 11:00 AM on Saturday, January 20, at Baber Agee United Methodist Church, Rocky Fork Road, with Pastor James "Jim" Legg officiating. Friends may call from 5-8pm Friday at the church.
Private burial will follow the service at the Bailey Family cemetery.
